does the spell do damage to all troops or there is exception?

The ballista will work exactly as if you brought a "tower" along with you to the fight.
Same way Portable Fortifications works for the Builder hero in bringing forts to a fight.
It will shoot every round.

And for your second part of the question, 10k damage will do ...10k damage...can't say for sure how many units will die because it depends on the type of units and their defense.

i feel balista kinda normal not so awesome

Ballista is great~
Each round it will shoot for it's flat damage.
It's cooldown is also not long compared to Catapult which is 7 days...

Notice Ballista also adds 2% per level ( up to 10% )of attack damage to your whole army, so it's not only shooting from itself, it is boosting your whole army's damage.
