attack any level ruin artefact

hi just wondering is there an artefact for a hero to wear so they can attack any level ruin??? if so what name level and black gem cost is it?

There is no such artefact
You can get a temporary possibility to attack any level ruins as a reward for quest or your apprentice.

You can also pay 300 BGs at tourny time to get a 4 hour block to attack ruins of any level once during each tournament.

And there are scrolls that allow this as well.

If there were an artifact EVERYONE who is any one would have it. and they would be able to grow HUGE armies and then you smaller players would be worse off than now in trying to catch up to us.
