Ultimately, all work exactly as written

Outgoing missions affects you, so it will take longer when you send out attacks(Red because it hurts you)
Incoming attacks affect your enemy, so it will take them longer to reach you, similar to the effect of slowdown boots(Green because it helps you)

etc.

Why use it?
Outter domain - Salt Lake/Underground Lake

Once you have it you don't want anybody to be able to explore it or attack it fast, so the storm generator will help. There are many ways you can use it since it isn't restricted when you can actually cast it (such as 2 hrs before battle).

Storm generator slows EVERYTHING going IN OR OUT of the domain it is in.

This has its pros and cons but definite applications, similarly to Total Weakness(-%ATK Everyone) or Total Failure(+%Chance MIN DMG Everyone) spells.

Consider it a slowing down of everything; typically the user has the advantage as he knows when it will be cast: this allows him to launch necessary missions and then summon the Storm so any enemy response is slapped with the added mission duration(aka slower).
It is typically considered a safety spell and most players will not launch attack through a storm...this of course is not a guarantee.

It could also be used in combination with the Counterspell ability (as many plays can) to catch an enemy in movement through the storm, then shutting down the storm via Counterspell and you are free to move at base speed(no artifacts) for the duration of Counterspell. This may even work better with lower levels of Counterspell so that the duration is shorter as most players will want to use their artifacts in combat. [this only works if your storm has delayed more than 2 hours to enable casting of Counterspell which is rare]
For the king, for the land, for the mountains
For the green valleys where dragons fly
For the glory, the power to win the black lord
I will search for the
Emerald Sword!
