Payment to play
I think you've just killed your game. I've never heard of it until recently and thought I'd start playing. I'm 2 days in and learning what is going on and now you've just asked me to pay $1 to continue to play. All of this because you don't allow multi accounts and don't know how to deal with it. You've a little player basis as it is and you've lost another one from me. This isn't easy enough to understand and or get into to warrant me spending $1 on it only to not learn anything and get wiped out a few more days down the line by somebody bigger and more experience. I'm not paying for that sorry but no way.

I feel for you my friend as it is a very unpopular decision. I have had loads of people from work sign up to this game only to quit (and then shout at me!) because they were cornered into paying $1 to continue playing. Maybe if this was made clear up-front it would be less of an issue.
The last time I got into a discussion about this (admins were involved), I suggested that as an alternative to making a token $1 payment, the player could purchase any quantity of gems. This way, the player would feel as though they were getting something for their money and their commitment to the game is shown. Needless to say, it was yet another suggestion to improve the game and bring in new players that was ignored......

You're right, this killed the game. UK server used to be busy, but now they're a ghost town. New people won't pay after a couple of days, better to make it free to play again.
Multiboxing isn't even as big a problem on new servers where you don't pay salary, and on the old servers it's full of multiboxers. The game could be saved if it was dropped, but it won't be long before it's too late to save it outside of Russian servers. There's got to be other ways to detect multiboxing such as IP address tracking and how the accounts interact.
