Status of permabanned accounts?

On a couple of occasions, at least, we've noticed that activity towards a permanently banned account (attacks, but even spying and visioning) has provoked almost immediate retaliation from another usually powerful player. It's hard to explain this except that the banned account is still somehow connected to others (as ally, apprentice, clanmate, etc.). Do permanently banned accounts not have such connections severed?
On a related note, how many times can players be caught multiboxing before their own account is banned? Merely banning the subsidiary account is clearly no deterrent, but it would seem that that's all that ever happens. It's not obvious why players aren't banned for a first offence, but is a second allowed, or even a third?

I have understood that paying a sum of money, the lock (for whatever reason) and agree to pay a monetary amount to failure, the account is unlocked

Another previously banned player has received another ban. My question becomes immediately relevant again.

it depends. usually there is ban 3, after that ban 7, after that banned forever. It may be, that additional ban 7 is added.
System always bans forever, after that we check and change to 3/7 days if the breach was not severe or leave the banned forever, if it was.
Amount of payed money doesn`t matter.

So they continue to be of use to the clans/people who created them... That seems to be a mistake.

Account that was blocked forever loosing substitute and can be attacked by other players. What point in such accounts for the clan or for anybody else?

True -- it's not so much that they're of direct use; they can be defended by clanmates and allies, though, so they can be used to damage enemies.

Not always, no -- if the right scroll is used.
More importantly, perhaps, the account can be used for faction quests (building destruction, robbery, slaving, etc.) by the cheat and his friends, while they protect it against anyone else.
Just in principle, it seems odd that an account that's been permanently banned for cheating should retain relationships with other players, such as alliances.

First of all - scroll of invisibility affects only on attack missions and only for visionaries. Assistance is visible anyway.
"faction quests (building destruction, robbery, slaving, etc.)" is they want to use such account in that way there are to many trouble - no way to rebuild buildings and army, and need to remove alliance to be able to attack. As for population - it can be robbed by everyone. Still think blocked accounts is needed to somebody? There are much more simpler ways to finish some quests - you can make a deal with your friend and destroy troops or buildings to each other. Its not a problem.

Fair enough (and thanks for the info about the invisible-missions scroll -- I hadn't known that).
Granted that it's not terribly useful for the cheats once it's been discovered, I'll stick with my final point: "Just in principle, it seems odd that an account that's been permanently banned for cheating should retain relationships with other players, such as alliances."

Well, they retain, but permanently banned accounts get deleted at some point.
