Hello!
In order to form an alliance, you need to study the "Diplomacy" science, build the Diplomatic Corps building. If you have already done that, show the initiative and offer an alliance to other players and wait for the players to accept your offer. An alliance is considered formed right after the offer acceptation. An alliance rupture takes 24 hours. Alliance rupture cannot be cancelled.You can allow your ally to see your domains or do not, as well as missions. A player can have up to 5 allies. And remember that maximal number of allies at the moment depends on the "Diplomacy" science level.

I already did all that you wrote, including reading the manual and inviting other player in game.
However I could not find a good place to contact others, so thought this could be a good place to ask.
Still hoping to find an ally here (and also ready to join a clan)
