First you need to study the "Diplomacy" science,
Second build the Diplomatic Corps building,
3th offer an alliance to other player and wait for the player to accept the offer, or yourself accept offer from another player.

I believe Ekrezem was looking for allies, not information on how to make one.
I have the same quest too. But your city is too far away for us to be of any significant assistance at this point.
And I'm not so sure about the 'don't have to be allies after that' part. I think you'll need allies (or a clan) to survive.

You should try to find allies near you who are active players and log in often. And if you can make them last and be strong enough, you can even form a clan.
