Think about how?, do the heroes in lvl 2 ruins have like weaker effects than the heroes in lvl 6 ruins, but that would still make the ruins a lot harder and why would you want to make them harder?

I am ready to catch them. It is a game pointed at level 5 players, low ones have many disavantages

Do you mean that you would prefer if ruins can gain more experience, if that is what you mean i agree with that. Adding more ruin heroes would just make it a lot harder for lower players.
