Can i avoid that because i am one account user,new player?If i cant bye bye to game...

It is the only obligatory payment in the game to fight multiboxing.
If you want to continue the game, you have to pay 1 dollar.

To pay 1 dollar you can use only those methods that are available in the window with notification.
