Quest Bloody revenge - Supposition or reality

The condition of the quest - Upon loosing the equivalent of 10,000 hires in defense of a city the quest becomes available which allows you buy (with 500 BG) a new army to exact revenge
I have met the above condition after I have been attacked yet I have not recieved the stated quest, I have been informed catagorically that this quest fulfillment is a supposition, a guess and requires an additional requirement to be fulfilled...can anyone verify that they have indeed gotten the above quest and the specific requirements done to get this quest done
