Need help from 3* or 4* player

I want to create 2nd city however the location of the city is in conflict with 3* AFK!!!! player!
Army:
-1150 dwarf squires
-980 elven knights
-230 fighting kentaurs
-6 silver rangers

Resources:
-133k gold,81k wood,22k stone,24k crops, 5.7k iron
Defenses:
2 fortifications level 3, 2 fighting towers level 2
