The only way to get food (or any resource) in the game is to produce it, steal it, or buy it. You produce it by building the relevant production unit on a deposit (best in villages, where production is higher). You steal it by sending troops (with carriers) to ruins or other cities and Outer Domains). You buy it from the market.
