if you do not have any Crops Deposits in your Capital City than pay attention to the squares with many Crops Deposits when you will think about founding your second City.

In the meantime, if you need grain, you'll have to buy it. Build up your production of the resources you can produce (especially the one that your race specialises in: stone for Demons, wood & iron for Dark Elves, etc.); then you can sell your surplus and use the profit to buy whatever you can't produce.
