I have been spying on lot of pits. All these pits have warehouses full and gate closed for days. So the question is "is there any time limit after which the pit's gate would open due to population overflow ?".
Cities do have a 7 day period, beyond which an unattended city's gate would open.

The pit will open when the account is deleted.

Most of the inactive pits you are seeing are leftover from the merger.
Decent amount are active players who just leave them shut and do nothing.
Small amount are active players.
