Two in a row the same is not impossible. Especially since your reward is usually by level...there's not that many sets for each level, have you never played roulette? I've seen many times the same number pop up 3 or 4 times in a row with 38 possibilities.

I would just say its good or bad luck depending on the artifact

What did you do to get the artifacts ?
quest, flag tournament, ....

I don't believe the percentages for each artifact are equal. My guess is the crappy ones have a higher drop rate.
No proof to this though. Just a hunch.

I would tend to think its random. There are plenty of artifacts out there. Of course it is always great to have conspiracy theories. If you want a specific artifact buy it, otherwise chance it.

so the odds of getting the same 2 in a row are 1 in 400.
Conditional expectation,
once you have the first one, whatever it is, there are 400 (roughly) choices for the second one, so a 1 in 400 chance you get the same one again

If you're talking about in a ruin I think there's only level 1-3 arts possible. Which isn't close to 400 different arts. For quest rewards or tournament rewards they are limited to one level, so it's a much small pool of possibilities.

at the link I posted, there are
5 level 1 sets
13 level 2 sets
12 level 3 sets

so levels 1-3 have 30 sets, or 270 artifacts give or take (some sets only have 8 not 9)
