I would assume that it basically reduces the effective level of any towers by 1 level after each round of battle (a battle can have multiple round if both sides have survivors and neither side have lost enough troops to trigger the withdraw at xx% condition), so if they have level 5 towers you fight the first round and if there are enough survivors to fight a second round then the towers this time are only counted as being at level 4, if you both still have enough survivors for a 3rd round then they get treated as if they were level 3 etc. The towers in the city would still remain at level 5 however so they won't actually drop levels (You can't attack buildings inside a city wall so it would be illogical for the spell to actually reduce the real level of the towers). At least that is how I would interpret what the text says.

It doesn't reduce the levels, though -- it only reduces their effect in that battle. Maybe something like: "Reduces attack of enemy towers by one level in each round of battle."
