Think maybe this got translated wrong -

Complete set is three Flags of different colours.
Complete Flags Set cannot be stolen.
A tournament is over when any player collects 10 sets of Flags.

From the tournament page on wiki.

Tournaments actually run 10 days and certainly don't end just because a player has collected 10 sets of flags (Intacto had 16 sets last tournament).
