Clan cannot be upgraded to level 5 (and higher) if it has not been reformed into Democratic.
If Clan members contributed the amount of resources that is enough for upgrading from level 3 and right to level 5, but the Clan has not been reformed yet, the Clan will become of level 4 and will advance to level 5 as soon as it is reformed into Democratic.

Clan Head can reform the Clan by clicking the "Reform Clan" button. It's possible after there are at least 15 members in the Clan.

Clan cannot be reformed back to Monarchic in no circumstances, even if the number of Clan members is reduced.

Members of a Democratic Clan can vote for:
- Clan Head re-election;
- Clan Head's impeachment;
- new members enrollment;
- members exclusions;
- Clan disbandment.

Also, players can put other unrestricted questions to vote.

A player can issue only 1 Poll in each available group. Next Poll can be issued only after the previous Poll is closed.

Election of the Clan Head is automatically initiated each 90 days.
First elections will be initiated after 90 days from the moment of Clan reformation.
Next elections are initiated after 90 days from the last elections.

Elections cannot be interrupted, even if current Clan Head left the Clan or transferred his right to other player.
Elections last 3 days. After that, the poll automatically disappears. The player who has been voted higher becomes the new Clan Head.
If two (or more) players get equal number of votes, the Clan head will be elected by the second voting. 2nd voting also takes 3 days.
If after 2nd voting two (or more) player get equal number of votes again, the player with higher Main Rating will become the Clan Head.
The ex-Head is deprived of his rights. The newly elected Head gets the rights.

The special rights (such as War Minister and Treasurer) of the Clan members remain until the new Clan Head changes them.

If no one voted, Clan Head remains the same.
